Canadian hub cities often have less built in demand for international connecting service than US counterpart hub cities.

Canadian aviation is even more burdened by taxes and fees than the US. Many Canadians find it cheaper to connect through a US hub as compared to a domestic Canadian hub.

But with less built-in internal demand, makes sense for Air Canada to look across the border to help fill its' planes. But the underlying reasons Cabadian airlines haven't been competing well against US rivals is mostly Canada's doing.
