Another example of the feds over reaching the 10th amendment. This should be a state or local issue. Why steal money from (tax) the citizens in all other states for regional issues. If you build a home in a flood plane don't ask me for help when you get flooded. If you choose to live in a rural area don't ask me for help getting out. Those are YOUR choices - not mine.
