FAA says this is a CL-600.

Paul Wisgerhof you are right this plane is a Bombardier 1999 Canadair CL-600 2C 10 Regional Jet CRJ-700 Owned by Northrop Grumman Systems CORP.

It’s common practice for military aircraft manufacturers to have a flying testbed for systems development. It may be an ugly nose for the Canadair but it gives you a clue of what the nose of Northop Grumman newest aircraft’s nose looks like. I see a drone.

This aircraft is the first CRJ700 prototype serial 10001 which was used in the flight test and certification of the CL600-2C10 type. It was operated by the Bombardier Flight Test Center group in Wichita and was sold to Northropp Grumman for experimental work. It still has it's original un-certified GE CF34-8C1 engines and remains an experimental aircraft since it is not configured to the latest certified design.

Seems to be some disagreement as to exactly what this is, so I'm going to refer to it simply as the Jimmy Durante testbed.
