Significance of number? and WHose flag is that on the tail. I can't really make it out.

That flag has me flabbergasted! Cook Islands and Sommerset England??

Marylou Anderson - the blue flag is that of the EU. The civil aircraft registration OO-VMV is in Belgium, hence the yellow lion rampant (next to the EU flag) and appears to be from the Belgium Coat of Arms.
