I don't know if they could. The race for profit could end up tainting whatever they come up with. Could they just take a 737 and staple even bigger engines and wider wings, and a longer fuselage? I wouldn't be surprised to find out that someone in Boeing actually suggested that.

Is Boeing just a manufacturing company now, or a design build company like they started out being? Spending the time in design and engineering is the most expensive part of the process. Paying engineers to seemingly endlessly study every minute detail of the plane is 'not profitable'. That's why they skipped that step in the 737MAX. They stapled big engines on an old design because they could get away with it. They figured out, probably very quickly, that it was a very bad idea, and instead of backing up and looking at the engineering, they 'fixed it', and knew they would be announcing the problem by focusing on the 'fix' in training, so they fought informing their customers that they Band-aided the thing.

Could Boeing build a 787X? Yes, they can build a lot of things. Can they do the background engineering and design to avoid having to 'fix' it later with software? Good question...
