HOW? Does one do that in a small plane? Engine Trouble, or maybe just did not see the power lines at night? It's a surprise that both the occupants are still alive? seeing as that's a lot of power running through the wires that the plane is resting on.

I think 'hanging from' might be a better term, and the aircraft acts as a Faraday cage. Many would be surprised by the number of 'Low' flyers that are plucked from a lofty unplanned perch and walk away. Fixed gear or gear down is the usual savior, as the clean airplane is shredded on impact and the gear out snags the wires. It ain't complicated, it's just ,oh duh, SA.

If one is flyin' at 100ft. agl that far from the runway 'they just missed something else'!

Not the first rodeo for this airport. In 2014 a corporate jet crashed into a nearby house killing six souls. The airport opened in 1959. Fast forward the area is now heavily developed. This will not be the last incident there.

Knew the fellow who did this at Boeing Field many years back with a C150 hanging upside down. Engine quit on him shut the highway down for quite sometime.
