You need permission to adopt measures to protect aircraft, their passengers and crew?

And what about this notion that the technology must be able to prohibit activation while the aircraft is on the ground?

Like working around aircraft doesn't already logically require a minimum level of handling protocols.

"Hey, Bob, you smoke while refueling and I'll play Counter-Strike with the new laser thingy". 🙄
