Fifteen people have died after a passenger plane crashed into a small village shortly after takeoff.

The Bek Air flight had departed Almaty airport in Kazakhstan, carrying 100 people - including 95 passengers and five crew.

The jet, Z92100, is understood to have smashed into a concrete fence then a two-storey building in the village of Almerek - just beyond the end of the runway.

No one is believed to have been in the building at the time of the crash.

Officials say it "lost height" before disappearing from radar at 7.05am today local time.

A reporter travelling to the crash site said there was heavy fog at the time of the crash.

Footage shot at the scene shows a policeman carrying a baby from the wreckage, although the condition of the infant is unknown.

Initial reports say there were survivors who were being evacuated - including two babies and eight children.

The original death toll rose from seven to 15, with 22 more critically injured. Six children are also said to be hurt.

It is understood 35 people were injured in the crash and a total of 82 escaped alive from the mangled wreckage, including 10 men, six women, and eight children, including two babies.

Passenger Gulnara Koshenova said: "We started to gain height. Then there was a strong shake, and in the end the crash.

“Everything began to shake and fall. There were screams.

“Someone broke the emergency exit and we ran out.”

Another male passenger said: “It took off, did one circle and crashed.”

Some accounts say the plane had aborted its first take off and the crash came after the second attempt. 

“It took off and there was a scary sound,” said one passenger. “Then it descended again and fell on the side.

“It was like in a movie: rattling, screaming. I was in such a state, I thought it was the end, then there was a crash and a terrible roar," said a third passenger.

Emergency services rushed to the scene and footage shows firefighters and other rescuers combing the wreckage while people cry in the background, with a woman heard calling for an ambulance.

The cockpit appears to be intact going by photos.

Initial reports say it crashed in the Talgar region, although the airport press office says it was close to the airport.

In a statement, Kazakhstan's Civil Aviation Committee said the aircraft "lost altitude during takeoff and broke through a concrete fence" before hitting a small building.

"At the moment, the death toll is seven people," it added.

The committee and Almaty airport said emergency services were working at the site to get survivors out, and that there was no fire upon impact.

A special commission will be set up to determine the cause of the crash.

Kazakhstan's President Qasym-Jomart Toqayev expressed "deep condolences" to the victims' relatives.

Kazakhstan aviation authorities immediately grounded all Fokker-100 aircraft, pending a probe.

President Tokayev tweeted that those responsible "will be severely punished in accordance with the law", reports the Guardian.

The comments have drawn criticism on Twitter.
