Looks like it is being used for GLIDER tows. No spray booms or pump for AG use installed.

I think CNE Air does Ad banner towing... But the PH- registration puzzles, I thought CNE was Canadian.

THAT IS CORRECT.YOU CAN SEE THE TOWING WIRE BEHIND THE RUDDER WHILE PULLING THE GLIDER, JUST AFTER TAKEOFF AND BELOW 100 FEET.
