KenIngram - Can you tell us where and when the photo was taken?

This is in the river just a few miles East of Sam Pablo bay, (just North of CCR Buchanan field). Just looked at Google Maps and the area is blanked out for some reason today. But it is a Navy storage area on the south side of the river. I used to fly over it twice a day.
