The ship appears to be tied up close to the pier. The helos were probably transported by ship to whatever port this is, and will be offloaded by crane.

AkilaY, these must be Marinefliegergeschwader 5 MK 88 Lynx helos tasked with ASW operations. Are the ships they operate from comparable to the US Navy Oliver Hazard Perry class long hull frigates that operate with SH-60 Seahawks?

This ship is the German Navy's Frigate Bayern (4,900t). It is a large ship compared to the Oliver Hazard Perry class (3,225t).

According to Janes Fighting Ships the Braybern displaces 3900 tons/4490 fully loaded. Her length is 139 meters/455 ft. The Oliver Hazard Perry class (long hull) frigates displace 4200 tons fully loaded and are 453 ft long. 290 tons less displacement and 2 ft shorter than the Braybern. In my previous comment I said these vessels were "comparable" so if you want to say the Braybern "is a large ship compared to the Oliver Hazard Perry" be my guest. They appear fairly comparable to me.
